Management: What&#039;s the Value of 5015.2 Compliance?"},"content":{"rendered":"<p><a title=\"5015-2\" href=\"http:\/\/www.dtic.mil\/whs\/directives\/corres\/pdf\/50152std_061902\/p50152s.pdf\" target=\"_blank\">5015.2-STD<\/a>, <em>Design Criteria Standard for Electronic Records Management Software Applications<\/em>,\u00a0is a DoD standard for specifying records management (RM) guidelines within the Department of Defense.\u00a0 The standard was first released in 1997 and, after revision, version 2 was released in June 2002.\u00a0 Version 2 was then endorsed by the National Archives and Records Administration (NARA) as a standard for use by all federal agencies.<\/p>\n<p>Version 3 of 5015.2 was made available for <a title=\"5015.2 version 3\" href=\"http:\/\/a257.g.akamaitech.net\/7\/257\/2422\/01jan20061800\/edocket.access.gpo.gov\/2006\/06-6513.htm\" target=\"_blank\">comment<\/a> last Summer.\u00a0 It added baseline requirements for records management systems interoperability and details of how to transfer records to NARA for archival.\u00a0 It also introduces a &#8216;net-centric&#8217; concept for sharing documents.<\/p>\n<p>Many in private industry are adopting in part or in whole the 5015.2 standard.\u00a0 But complying with the standard is different from getting certified.\u00a0 The certification process for 5015.2 is lengthy and tedious.\u00a0\u00a0Certification involves testing by the <a title=\"JITC\" href=\"http:\/\/jitc.fhu.disa.mil\/\" target=\"_blank\">Joint Interoperability Test Command<\/a> (JITC).\u00a0 Getting <a title=\"5015.2 schedule\" href=\"http:\/\/jitc.fhu.disa.mil\/recmgt\/register.html\" target=\"_blank\">scheduled<\/a> for testing can take months and the certification issued\u00a0will be valid for a specific software version and configuration.\u00a0 Software rarely stands still &#8212; by the time a company can be certified, they may already be a release or two past the version that was certified.\u00a0 RM certification is also complicated by the fact that RM capabilities are often not a stand-alone product.\u00a0 RM is frequently sold now as an add-on component to an ECM system.<\/p>\n<p>Federal government agencies don&#8217;t have much choice.\u00a0 They need to use 5015.2 certified products.\u00a0 Private industry doesn&#8217;t have that mandate.\u00a0 But if a product has at some point in the not too distant past achieved certification, it can be considered as a sign that the software has met the criteria for supplying base-level RM functionality.<\/p>\n<p>In the private sector, companies may also look towards the European <a title=\"MoReq\" href=\"http:\/\/www.digitaleduurzaamheid.nl\/bibliotheek\/docs\/moreq.pdf\" target=\"_blank\">MoReq<\/a> standard.\u00a0 MoReq is the European Commission&#8217;s Model Requirements for the Management of Electronic Records (May 2001).\u00a0 MoReq details requirements and guidelines for Electronic and Paper Records Management Systems.\u00a0 The specification addresses not only best practice record keeping policies, but also addresses functions like Workflow, e-mail and electronic signatures.\u00a0 Unlike 5015.2, there is no certification involved.\u00a0 A <a title=\"MoReq2\" href=\"http:\/\/ec.europa.eu\/transparency\/archival_policy\/moreq\/index_en.htm\" target=\"_blank\">MoReq2<\/a> standard is now being developed.<\/p>\n<p align=\"left\">Even though MoReq is coming from the EU, its scope targets a wider usage profile and may actually be of more value to private industry customers than 5015.2.<!--d5cc0151c03e390160eadc6e093acc1a--><\/p>\n<div class=\"lightsocial_container\"><div class=\"lightsocial_element\"><a class=\"lightsocial_a\"
