{"id":4395,"date":"2013-12-23T09:00:36","date_gmt":"2013-12-23T17:00:36","guid":{"rendered":"http:\/\/formtek.com\/blog\/?p=4395"},"modified":"2013-12-23T08:00:01","modified_gmt":"2013-12-23T16:00:01","slug":"records-management-federal-it-budget-woes-stall-progress-in-modernization-of-government-records-management","status":"publish","type":"post","link":"https:\/\/formtek.com\/blog\/records-management-federal-it-budget-woes-stall-progress-in-modernization-of-government-records-management\/","title":{"rendered":"Records Management: Federal IT: Budget Woes Stall Progress in Modernization of Government Records Management"},"content":{"rendered":"<p>Today is the <a title=\"Obamacare signup deadline\" href=\"http:\/\/www.politico.com\/story\/2013\/12\/obamacare-signup-deadline-101440.html?hp=l2\">signup deadline for Obamacare<\/a> health plans that will begin New Year&#8217;s Day. \u00a0But another deadline is looming \u00a0in another part of the goverment, one that is\u00a0due next week, December 31st: \u00a0the\u00a0<a title=\"Presidential Directive on Managing Government Records\" href=\"http:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2012\/m-12-18.pdf\">Presidential Directive on Managing Government Records<\/a>.<\/p>\n<p>As part of the <a title=\"Multi-year initiative on managing federal agency records\" href=\"http:\/\/ironmountain.com\/Company\/Company-News\/News-Categories\/Press-Releases\/2012\/July\/23.aspx\">multi-year federal records management initiative<\/a> outlined in that directive, the first deadline calls for federal agencies to identify all permanent records that date back more than 30 years and to also report on future plans towards managing those records electronically. \u00a0But a survey by <a title=\"Iron Mountain and Meritalk survey on Federal Records Management Initiatives\" href=\"http:\/\/www.businesswire.com\/news\/home\/20131216005270\/en\/Survey-Federal-Agencies-Confident-Meet-Looming-Deadlines#.UrhGDPRDt8E\">Meritalk\/Iron Mountain<\/a> found that only 54 percent of agencies are prepared to meet that deadline.<\/p>\n<p>In addition, the Meritalk report found that:<\/p>\n<ul>\n<li>70 percent of agencies report very little progress in the electronic management of email and permanent records &#8212; only 18 percent report having made significant progress<\/li>\n<li>92 percent of agencies say that there is still much more work to be done in order to comply with the requirements set forth in the presidential directive<\/li>\n<\/ul>\n<p>Agencies currently print all emails and other electronic files that are identified as records. \u00a0They do this because they worry that existing data formats won&#8217;t be in use over the course of the next 30 years even though the records must be retained over that period. \u00a0The presidential directive requires all agencies to begin managing and archiving email in electronic format by the end of 2016.<\/p>\n<p><a title=\"Wayne Rash bio\" href=\"http:\/\/www.linkedin.com\/in\/waynerash\">Wayne Rash<\/a>, president of Wayne Rash &amp; Associates,<a title=\"All Analytics report on federal records\" href=\"http:\/\/www.allanalytics.com\/author.asp?section_id=3314&amp;doc_id=270579\">\u00a0told\u00a0Michael Steinhart<\/a>\u00a0that\u00a0&#8220;the people running these IT shops know what they&#8217;re doing; they just don&#8217;t have enough money to get it done. The problem with spending cuts is that sometimes they cut funds that need to be spent,&#8221; he said.<\/p>\n<p>Megan Kriebel, general manager of government services with Iron Mountain, said that\u00a0&#8220;the presidential directive\u2013in combination with sequestration, the \u2018freeze-the-footprint\u2019 mandate, FOIA, open government and other information-centric actions like the Open Data Policy\u2013have federal agencies at an information management tipping point&#8230; \u00a0Agencies are trying to balance ever-expanding record volumes with flat or shrinking budgets, all while racing to meet mandates that require a fundamental shift in how they store, access and manage records and information. \u00a0Agencies can more easily meet the directive deadlines and find cost savings by carefully reviewing records management practices, engaging agency leaders and working with industry partners.&#8221;<\/p>\n<div class=\"lightsocial_container\"><div class=\"lightsocial_element\"><a class=\"lightsocial_a\"
