RM: FBI's Sentinel System Delayed
In 2005, after spending $170 million and working three years, the FBI gave up on project Virtual Case File, a system designed to replace the FBI’s paper-based records management system.
Two years later, and one year into the successor $425 million project called Sentinel and being managed by Lockheed Martin, similar sets of problems are beginning to show up. Lawmakers voiced concern and skepticism. “It’s deja vu all over again”, said Senator Patrick Leahy, Democrat from Vermont. “It’s been an expensive series of lessons.”
Last week FBI Director Robert Mueller reported to the Senate Appropriations subcommittee that the first phase of the Sentinel project will be delayed at least until next month because of unexpected technical problems.
The first phase of the four-phase system includes a roll out to a select set of test users in the FBI’s main office and some field offices. The main functionality is a web-based portal that allows users to track and organize their files.
The second phase, and the one considered to be the most important, is to include many more agents in the field and is expected to take 12-18 months to complete. Lessons learned from the first phase are to be incorporated into the second phase.
The third phase will include database and search functionality that will improve how agents can search across the people, places and things in parallel cases.
