Governments and Digital Innovation: Inserting “Why not Cloud” Thinking into Technology Planning
Governments, from federal all the way down to state and local, say that improving infrastructure and data centers is their top technology priority in 2015. That’s a tough problem though because most government budgets have either flatlined or even nose dived, and with the appropriate resources, modernization will be difficult.
Budgets for nearly a third of federal and national CIOs is decreasing. Budgets are also decreasing for 15 percent of state, local and regional governments. Budgets are being hit particularly hard in the Asia/Pacific region. State, local and regional governments in Europe and the Middle East are also seeing sizable declines.
What’s the best path to innovation for governments?
Rick Howard, research director at Gartner, said that “the burden of legacy technologies in government puts innovation on a path of incremental improvement when agility and quick solution delivery is expected. To demonstrate ‘digital now, digital first’ leadership in government, CIOs must flip their approach to managing IT from the inside-out perspective of legacy constraints to the outside-in view of citizen experience. It’s all about starting with the digital world and what is possible — thinking cloud, mobile and situational context first — and then considering, ‘How do we get there from here?’ using information and technology.”
Gartner said that government CIOs need to change their slogan from “legacy first” to “digital first” and they also need to insert a “why not cloud” into all of their thinking.
