Ethics and Artificial Intelligence: China and US Release Governance Principles

Artificial Intelligence is being widely adopted, but what is being done to prevent potential misuse of the technology? The US and China are both developing and deploying highly advanced AI algorithms and applications. Both countries have recently advanced their perspective over what it takes to create and use AI ethically.

The five principles the US Departement of Defense developed for ethical AI are:

  • Responsible – AI capabilities will ve responsibly developed and deployed
  • Equitable – AI will be developed consiously to prevent unintended bias
  • Traceable – AI will be developed with transparent and auditable methodologies, data sources, and designs.
  • Reliable – AI will have well-defined use cases and tested to assure safety and security over the life cycle.
  • Governable – Once deployed AI will be monitored and will be deactivated should the system demonstrate unintended behavior.

Similarly China introduced six high-level principles for governing AI ethics (New Generation Artificial Intelligence Ethics Specifications):

  • Enhance human well-being – AI should respect human rights and the interests of mankind and abide by regional and national morals
  • Fairness and Justice – AI should be inclusive and protect the rights of all peoples
  • Controllability and Credibility – People should be able to opt in or opt out of AI services
  • Privacy and Safety – People should be able to consent to release their personal information and their personal privacy should be protected.
  • Ethical Literacy – Knowledge of AI ethics should be promoted and taught
