Records Management: Momentum on Electronic Health Records Sputtters
Dossia, an employer-driven health-care initiative was announced last year to great fanfare. The Dossia Consortium companies backing the initiative include Wal-Mart, Intel, Pitney Bowes, Applied Materials, British Petroleum, and Cardinal Health.
The goal of the Dossia project is to give users a secure way to access their health records on-line — and the records are to be comprehensive and cumulative over a person’s lifetime. The Dossia project depicts the problem with today’s health records by the following graphic.

Major corporations got together and proclaimed that the current system is broke. Dossia was a way to jump-start a solution by creating a common framework backed and used by some of the largest employers in the country. The Consortium companies contracted with Omnimedix to develop the framework. Omnimedix, a Portland company, received a $15 million contract to develop the system over three years, with payments being made in quarterly installments over each quarter.
InformationWeek has done some exclusive reporting that comes to the conclusion that the Dossia Health Records initiative is failing. The quaterly payments were tied to specific milestones in the agreement, and Dossia is claiming that Omnimedix has not met the prescribed milestones. As a result, SDossia and has taken Omnimedix to court for failure to meet deliveries. Dossia meanwhile claims that they are living up the agreement but can’t continue because Dossia is in default of the $1.25 million payment that was due April 1st.
A lot of bickering, and in it’s current state, it’s questionable if the project will continue, if Dossia might decide to select another vendor, or if the whole initiative will fold.
Failure of this project could be a serious setback for health records management in the US. Let’s hope somehow this project can get put back on track.
