Security and Federal Agencies: Modernization and Funding Issues Hamper Efforts to Stop Cyber Attacks
Businesses and organizations are struggling to stay current with technology change. Modernization and security are top concerns for all groups. Federal agencies are no different. In fact, the challenges for federal agency IT is even greater because their difficulties are compounded by the vagaries of politics. For example, ten months into the Trump administration and half of the CIO positions at the largest federal agencies have not yet been filled.
George DelPrete, principal with Grant Thornton Public Sector, said that “at a time of transition, budgetary uncertainty and competition for IT talent, federal CIOs continue to push forward and attempt to do more with less. CIOs must continually find creative ways to innovate and bring new ideas to their organizations while addressing enduring challenges like battling increasing cyber threats and maintaining mission-critical legacy systems.”
A report by the Professional Services Council found that:
- Agencies said cyber security and the modernization of their legacy IT systems were their top two priorities.
- Agencies were split in how they perceive their vulnerability to cyber attacks. About one-third said that the frequency of attacks has increased; one-third said that the number of attacks has decreased; and one-third say that they don’t know.
- The continued use of legacy applications was cited as one of the biggest concerns of being an entry point for cyber attacks. About three-quarters of agencies said that the majority of IT systems being run are legacy systems.
- Limited funding and the difficulty of keeping up with technology change were also considered as factors that make it difficult to keep current with security technology.
- More than half of agencies say that their IT groups now use agile methodologies.
