US National Cloud: A Federal Policy That Attempts Adancement of Cloud Computing

The Biden administration has looked for ways to help boost progerss in advancing technology and assisting with the adoptiona and application of AI across US businesses and government.

One plan introduced by the US government is the National Artificial Intelligence Initiative Act (NAIIA). While NAIIA authorized money for the advancement of AI in the US, it doesn’t appropriate money. “It’s the closest thing to a national strategy on AI from the United States to be formally endorsed by Congress,” said Tony Samp, senior policy advisor for DLA Piper.

Elements of the NAIIA include:

  • Funding for research and development. Enabling access to data and computing resources.
  • Educational training and workforce preparedness
  • Development of standards for use by federal agencies
  • Support for building a network of interdisciplinary AI research institutes

Rob Portman, Republican Senator from Ohio, cited three reasons why NAIIA is important: “China and their advancements, we must maintain our AI leadership. Two, my work with the Senate AI Caucus—the gap in American leadership here is something we’re concerned about. And three, I heard from constituents and stakeholders about how vital this is for cutting edge AI research that will benefit the entire country.”

But some have spoken up against the NAIIA citing possible misuse or abuse of the technology. Others also criticize the initiative as skewed too much towards funneling dollars into only the largest existing cloud tech giants, further concentrating power with just a few companies.

Meredith Whittaker, Research Professor at New York University, questioned “why would a conflicted government body populated by tech executives recommend ‘democratizing’ access to the infrastructures at the heart of their concentrated power? Because this proposal wouldn’t actually reduce that power.”
